#Russia has never agreed to ceasefires proposed by #Ukraine. Meanwhile, #Putin, for the second time, has unilaterally declared #ceasefire whenever it suits him, without consulting anyone. And Ukraine always agrees.

So where does the key to ending this #war lie? On whom should pressure be applied - Ukraine or Russia? Who has the ability but lacks the will to end the war? And will he ever want to stop in Ukraine and not move into #Europe if he is not forced to do so?
